Yamoussoukro, June 2, 2026 – As part of efforts to strengthen sectoral governance and foster synergy among its governing bodies, the Telecommunications and ICT Regulatory Authority of Côte d’Ivoire (ARTCI) is organizing a high-level immersion seminar bringing together members of the Regulatory Council and the General Management from June 1 to 5, 2026, at the Hôtel Président in Yamoussoukro, under the chairmanship of Mr. Roger Félix ADOM, Chairman of the Regulatory Council.
This meeting aims to share the vision of the new Chairman of the Regulatory Council, as well as to strengthen institutional cohesion between the governance and management bodies in order to enable ARTCI to continue its regulatory missions in support of a high-performing, innovative, inclusive, and trustworthy digital sector.
The first day began with an in-depth immersion into the institution’s core activities, featuring presentations by the various functional departments, notably the Telecommunications Regulation Directorate (DRT), the Personal Data and Privacy Protection Directorate (DPD), the Postal Regulation Directorate (DRP), the Digital Trust Directorate (DCN), the Regulated Services and Consumer Affairs Directorate (DRC), the Cybersecurity Directorate (DCS), as well as the International Cooperation and Digital Inclusion units.
On the second day, proceedings will continue via videoconference with the presentation of the “study on issues in the telecommunications sector,” followed by a presentation of the strategy of the Minister of Digital Transition and Technological Innovation, Mr. Djibril OUATTARA.
Finally, the last three days will be entirely dedicated to discussions on the new legal and institutional framework for electronic communications, notably Law No. 2024-352 of June 6, 2024, and Decree No. 2026-86 of March 4, 2026. This is a crucial step toward equipping the decision-making body with the legal and technical tools necessary to address technological changes and the rise of emerging technologies.
This major initiative will help lay the groundwork for excellent, transparent, and dynamic regulation, thereby ensuring healthy competition for the sustainable development of the digital economy in Côte d’Ivoire.
