Public Consultation on the Development of Guidelines for the Implementation of Net Neutrality in Côte d’Ivoire

The Telecommunications and ICT Regulatory Authority of Côte d’Ivoire (ARTCI) is launching a public consultation to gather the opinions and input of all stakeholders in the electronic communications sector, as well as any other interested individuals or entities, as part of the process of developing guidelines on net neutrality in Côte d’Ivoire.

Responses to the questions must be submitted in a separate document, with the questions copied verbatim along with their numbers:

  • for legal entities: on letterhead paper bearing the company name and corresponding contact information, as well as the last name, first names, title, and contact information (phone, email, etc.) of the point of contact;
  • for legal entities: on a document including the contributor’s last name, first names, title, position, and contact information (phone, email, etc.).

This consultation is open from July 6 to August 6, 2026. All responses must be substantiated and submitted by email to: consultation-neutralitedunet@artci.ci and by mail to the General Directorate of the Telecommunications and ICT Regulatory Authority of Côte d’Ivoire (ARTCI), with the following information clearly marked on the envelope:

Following the public consultation, ARTCI will analyze all contributions received and publish all responses submitted to it, along with a summary report outlining the main observations of stakeholders. This report will serve as the basis for the final adoption of the guidelines governing the implementation of net neutrality in Côte d’Ivoire.

To this end, contributors are asked to list in a specifically designated appendix any information they consider to be covered by trade secrets. In addition, any points or paragraphs in their responses that pertain to information covered by trade secrets must be highlighted in “bold” and “red.”

In the interest of transparency, contributors are asked to limit as much as possible the passages covered by trade secrets. ARTCI reserves the right to declassify information that, by its nature, does not constitute a trade secret.
