Press Release Regarding the Census and Compliance Assessment of Public and Private Entities Processing Personal Data

Abidjan, March 2nd 2026

The Telecommunications / ICT Regulatory Authority of Côte d’Ivoire (ARTCI), Protection Authority, informs all public and private entities processing Personal Data (DCP) that it has initiated a national census study and assessment of the level of compliance with Law n °2013-450 of June 19, 2013 relating to the protection of Personal Data.

This study aims to :

  • identify the entities processing FADS;
  • assess their level of compliance with current requirements ;
  • identify the needs for support and capacity building in terms of personal data protection.

In this context, the OKTO TECHNOLOGIES firm has been mandated by the ARTCI, the Protection Authority to ensure the collection of the information necessary for the realization of the said study in the period from January 26 to May 25, 2026, from the entities concerned. The information collected as part of this mission is strictly limited to the needs of the study. They will be used exclusively for this purpose and will be fully donated to the Protection Authority.

OKTO TECHNOLOGIES is required to comply with data confidentiality and security obligations in accordance with applicable regulations.

The Protection Authority invites all the structures concerned to extend a warm welcome to the OKTO TECHNOLOGIES teams and to provide them with the information required for the proper conduct of this study.
