NOTICE OF OPEN CONSULTATION

ARTCI invites sealed bids from eligible and qualified bidders for the selection of a firm for the development and adoption of technical standards and frameworks for trust services (electronic signature, electronic archiving, and cryptology).

The contract, subject of this open consultation, bearing the number 02DCN/2026, consists of a single lot and will be awarded on a lump-sum and fixed-price basis.

The execution period is a maximum of ninety (90) days.

The procedure will be conducted through a competitive process using an Internal Open Competition as defined by ARTCI’s internal procedures.

Interested and eligible bidders may obtain information at the following email address: kouyo.josiane@artci.ci, and may review the consultation documents at Building A, Door 32, with Mr. Obame MAGASSA, from 9:00 to 11:00 a.m. and from 2:00 to 4:00 p.m. GMT on working days.

The documents can be consulted free of charge or obtained by any interested bidder upon payment of a non-refundable fee of thirty thousand (30,000) CFA Francs, from Mr. EZANKIE François, at Building A of ARTCI, Door 13.

Bids may be submitted to ARTCI physically, at Building A, Door 32, with Mr. Obame MAGASSA, or electronically at the following address: consultations_etatdiagperf@artci.ci no later than Tuesday, April 7, 2026, at 10:00 a.m.

The email subject line should read:
File 1: “Open Consultation – [Reference] – Bidder Name_Technical Proposal”
File 2: “Open Consultation – [Reference] – Bidder Name_Financial Proposal”

Bidders are required to submit their proposals in PDF format, in separate files (technical and financial). Any submission received after the deadline will be rejected.

To ensure confidentiality and integrity of proposals, the transmitted files must be password-protected. The password must not be provided at the time of submission but will be required on the bid opening day.

Bid opening will take place physically and online via videoconference on Tuesday, April 7, 2026, at 11:30 a.m. A connection link will be provided to bidders for remote participation. Those who wish may also attend in person at the Meeting Room of the ARTCI ANNEX Building, Marcory Anoumabo.

Any submission received without protection or if the password is provided before the opening of bids will be rejected. Any bid received after the submission deadline will also be rejected.

Bidders’ proposals will remain binding for a validity period of ninety (90) days from the bid submission deadline.
