The Telecommunications / ICT Regulatory Authority of Côte d’Ivoire (ARTCI) proceeded on Wednesday, July 19, 2023, at the auditorium of the said institution, to launch a tool called “Cartographic observatory of telecommunications network data”. The design of this tool is part of the framework of regulation by data, a concept that addresses a new mode of action for regulators, in order to complement the traditional tools they use, by developing tools that will integrate consumer action.
The ceremony recorded the participation of several personalities from the sector. For the Director General of ARTCI, Ms. Namahoua Touré this occasion shows a considerable phase “it is about 500,000 people who are in 598 white areas in Côte d’Ivoire. In other words, these localities are not covered by any telecommunications network. It is therefore very important to have reliable and effective tools, allowing the State, donors, as well as consumers, to appreciate the level of development of telecommunications networks and services in Côte d’Ivoire,” continued the first head of the institution.
For Miss LASME Paule Renée, Telecom Engineer, head of studies and projects department at ARTCI who presented the application, “the main objective pursued is the implementation of an interactive platform allowing to display in a simple and accessible format the geographical data relating to network coverage, demographic and socio-economic indicators of localities. The tool will allow different users to easily consult, share and comment on the data of the telecommunications infrastructures and the services available in the different localities. »
The public authorities will benefit from a geo-decision-making tool making it possible to identify in an efficient and rational way the priorities in terms of investment and coverage, in particular thanks to a control of the state of coverage, the services available and the capacities of each locality in telecom infrastructures.
Produced by ARTCI experts, the network data mapping observatory is already available from a web application via the URL www.cartodonnees.artci.ci , also accessible on the ARTCI website. The development of a mobile application is planned in the coming months. During this ceremony, the FRATEL (French-speaking telecommunications regulatory network) by its executive secretary Mr. Gilson Julien shared the experience of its network through the implementation of the unified mapping of quality of service and coverage data.
The presentation of the tool was also marked by a panel led by digital experts. Around the theme: “geographical information system and the development of telecommunications services: challenges and opportunities”.
The entire population is therefore invited to use this application which will improve the quality of service offered to it, ARTCI remains in line with its strategic plan and promises to act with the State, operators and consumers for the development of the digital economy.
