As part of the strengthening of cooperation and the continuous improvement of regulation, in particular in the field of electronic communications, the Ministry of Digital Transition and Digitalization paid a visit to the Regulatory Authority for Electronic Communications, Posts and Press Distribution (ARCEP) of France, from December 19 to 26, 2024.
The Ivorian delegation, led by the Minister of Digital Transition and Digitalization, Mr. Kalil Konaté, was composed of Ms. Patricia Amand, member of the ARTCI Regulatory Council, Mr. Lakoun Ouattara, Acting Director General of ARTCI, and Ms. Karen Diallo, Director of Digital Transformation of the Administration.
The main objective of this visit was to allow Mr. Kalil Konaté and the delegation accompanying him to immerse themselves in the best practices and models of regulation of electronic communications in force in France.
More precisely, the mission aimed to study the processes and tools used by ARCEP to ensure effective and transparent regulation of electronic communications; and to be inspired by their method of controlling the flow of communications (voice, data, SMS, etc.), exchanged on the networks of telecom operators. In addition, the purpose of this visit was to analyze how ARCEP promotes competition and innovation in the electronic communications sector and to observe the strategies put in place to protect the rights and interests of users of electronic communications services.
Finally, the Ivorian delegation wanted to draw inspiration from ARCEP’s economic and social development initiatives in the field of electronic communications, and to establish links of cooperation and exchange of expertise between Côte d’Ivoire and France.
The knowledge acquired during this visit will allow ARTCI to strengthen its action in favor of a dynamic, inclusive electronic communications sector and at the service of the Ivorian populations.
