The Telecommunications / ICT Regulatory Authority of Côte d’Ivoire (ARTCI) is responsible for legal, economic and technical missions to ensure the conditions for a sustainable development of the electronic Communications sector while preserving the interests of all stakeholders: consumers, operators and the State. As such, she ensures the following responsibilities:
ARTCI is the assignee of the frequencies of the Telecommunications sector that it assigns to the actors of the sector as well as the numbering resources, under objective, transparent and non-discriminatory conditions.
ARTCI takes all appropriate measures to guarantee the exercise of effective, fair and sustainable competition.
ARTCI knows and settles in the first instance disputes in the Electronic Communications sector.
The ARTCI investigates the files of applications for licenses, issues authorizations and approvals for the supply and provision of telecommunications equipment service and counterpart.
The regulatory mission in postal matters is entrusted to ARTCI by Law n ° 2013-702 of October 10, 2013 on the Postal Code.
ARTCI is responsible for legal, economic and technical missions to guarantee the conditions for a sustainable development of the postal sector while preserving the interests of Consumers, Operators and the State.
To this end, it ensures the implementation of competition in the postal activities market and ensures the viability of the Universal Postal Service (SPU).
The ARTCI investigates the application files for exercise rights, issue authorizations and approvals for the supply and provision of services and counterparts postal equipment. It also ensures compliance with the obligations of the specifications by authorized operators.
The ARTCI knows and settles in the first instance the disputes of the sector.
the ARTCI proposes and ensures the control of the minimum quality standards of the services provided under the SPU, and defines the structure, the conditions and the methods of fixing their rates. It is also responsible for recovering from operators carrying out a postal activity, a contribution to the financing of the SPU up to 3% of their turnover.
The ARTCI is the Authority for the Protection of personal data in Côte d’Ivoire, under the law n ° 2013-450 of June 19, 2013 relating to the protection of personal data.
As such, it ensures that the processing of personal data and the use of digital technologies do not infringe or pose a threat to the freedoms and privacy of persons established on the national territory.

ARTCI carries out public communication actions through the press, its website, its presence on social networks or by providing educational tools so that people know their rights.

ARTCI ensures that citizens exercise all their rights relating to the protection of Personal Data.

ARTCI advises companies and organizations in their compliance process which can represent an indicator of good governance, respond to the reputation issue, increase trust and constitute a competitive advantage.

The control is the means of intervention of the ARTCI for those responsible for the processing of personal data in companies and organizations to ensure compliance with the law. In the event of detected non-compliance, it may impose administrative and/or monetary penalties against those responsible for processing.
