Regulation of Telecommunications
The Telecommunications / ICT Regulatory Authority of Côte d’Ivoire (ARTCI) is responsible for legal, economic and technical missions to ensure the conditions for a sustainable development of the electronic Communications sector while preserving the interests of all stakeholders: consumers, operators and the State. As such, she ensures the following responsibilities:
To fulfill its missions, the ARTCI exercises, among others, the following responsibilities :
Management of scarce resources
ARTCI is the assignee of the frequencies of the Telecommunications sector that it assigns to the actors of the sector as well as the numbering resources, under objective, transparent and non-discriminatory conditions.
Competition management
ARTCI takes all appropriate measures to guarantee the exercise of effective, fair and sustainable competition.
Dispute management
ARTCI knows and settles in the first instance disputes in the Electronic Communications sector.
Management of authorizations
The ARTCI investigates the files of applications for licenses, issues authorizations and approvals for the supply and provision of telecommunications equipment service and counterpart.
Regulation of Postal Activities
The regulatory mission in postal matters is entrusted to ARTCI by Law n ° 2013-702 of October 10, 2013 on the Postal Code.
ARTCI is responsible for legal, economic and technical missions to guarantee the conditions for a sustainable development of the postal sector while preserving the interests of Consumers, Operators and the State.
To this end, it ensures the implementation of competition in the postal activities market and ensures the viability of the Universal Postal Service (SPU).
To fulfill its missions, the ARTCI exercises the following responsibilities :
Management of authorizations
The ARTCI investigates the application files for exercise rights, issue authorizations and approvals for the supply and provision of services and counterparts postal equipment. It also ensures compliance with the obligations of the specifications by authorized operators.
Dispute resolution
The ARTCI knows and settles in the first instance the disputes of the sector.
Management of the implementation of the SPU
the ARTCI proposes and ensures the control of the minimum quality standards of the services provided under the SPU, and defines the structure, the conditions and the methods of fixing their rates. It is also responsible for recovering from operators carrying out a postal activity, a contribution to the financing of the SPU up to 3% of their turnover.
The ARTCI is the Authority for the Protection of personal data in Côte d’Ivoire, under the law n ° 2013-450 of June 19, 2013 relating to the protection of personal data.
As such, it ensures that the processing of personal data and the use of digital technologies do not infringe or pose a threat to the freedoms and privacy of persons established on the national territory.
In its capacity as a Protection Authority, the ARTCI is vested with four (4) main missions
Inform
ARTCI carries out public communication actions through the press, its website, its presence on social networks or by providing educational tools so that people know their rights.
Protection of rights
ARTCI ensures that citizens exercise all their rights relating to the protection of Personal Data.
Support compliance
ARTCI advises companies and organizations in their compliance process which can represent an indicator of good governance, respond to the reputation issue, increase trust and constitute a competitive advantage.
Control and sanction
The control is the means of intervention of the ARTCI for those responsible for the processing of personal data in companies and organizations to ensure compliance with the law. In the event of detected non-compliance, it may impose administrative and/or monetary penalties against those responsible for processing.
La Sécurité des Réseaux et Systèmes d'Information
Conformément aux dispositions de la loi n°2013-546 du 30 juillet 2013 relative aux transactions électroniques, en son article 50, du décret N°2020-128 du 29 Janvier 2020, portant création, organisation et fonctionnement du centre de veille et de réponses aux incidents de sécurité informatique dénommé Côte d’Ivoire Computer Emergency Response Team (CI-CERT). et du décret n°2021-917 du 22 décembre 2021 définissant les procédures d’audit, de contrôle et de certification des systèmes d’information, les missions de l’ARTCI en matière de sécurité des réseaux et systèmes d’information incluent :

The Technical Centers
For the realization of its missions, the ARTCI has two (02) technical centers.
CIVIX
CIVIX is the Internet exchange point of Côte d’Ivoire created on July 12, 2013 in application of article 72 of Ordinance n ° 2012-293 of March 21, 2012 relating to telecommunications and information and communication technologies.
Initialement géré exclusivement par l’ARTCI, une charte de fonctionnement signée le 29 octobre 2019 entre l’ARTCI et les acteurs raccordés au CIVIX permet une gestion participative et inclusive du CIVIX.
The « .CI »
ARTCI is responsible for the administrative, technical and economic management of the national top-level Internet domain name of Côte d’Ivoire (.CI), in application of article 72 of Ordinance n ° 2012-293 of March 21, 2012 relating to telecommunications and information and communication technologies and Decree n ° 2015-78 of February 04, 2015 on the management of the top-level internet domain of Côte d’Ivoire “.ci”.
