As part of the implementation of the regulatory provisions relating to the portability of mobile telephony numbers in Côte d'Ivoire, the Regulatory Authority of Telecommunications / ICT of Côte d'Ivoire (ARTCI) in relation to the Mobile Telephony Operators, MTN CI, ORANGE CI and MOOV CI, are launching a call for applications concerning the "establishment and operation of a centralized portability base in Côte d'Ivoire."
ARTCI and the Mobile Operators seek candidates who meet the qualifications required for the execution of the service, in particular:
1. Experience in similar projects;
2. mastery of the technical solution;
3. Ability to provide quality service in strict compliance with deadlines.

The Proposals must be submitted to the ARTCI no later than on April 13th, 2017 at 12.00 UTC. Late submissions will not be accepted. The proposals will be opened in the presence of representatives of the applicants present in the conference room of the ARTCI on April 14th, 2017 at 10H00 UTC.
The Tenderers will remain committed by their proposals for 120 days from the deadline for submission of proposals.
Upon validation of the award decision, the ARTCI will publish the award decision on its website. The analysis report of the Bid Opening and Award Judging Commission (OCOG) which guided the said award will be kept at the disposal of the tenderers.
